MOORINGS BAY SYSTEM - SPECIAL TAXING DISTRICT

To provide a funding source for the continued maintenance of Doctor's Pass and the Moorings Bay Waterways System, Naples City Council established taxing districts which were approved by the voters who owned property adjoining the waterways. Those living across the street do not pay the tax but enjoy the benefits of well kept waterways. The first district, established in 1987, was the Moorings Bay System Special Taxing District. Following their annexation into the city, Park Shore Unit 2 and Unit 5 Special Taxing Districts were established in 1989. The taxing districts were merged in 1994. The present taxing district includes all the Moorings Bay Waterways from Seagate Dr. at the north to Banyan Blvd. on the south, a distance of 3 1/4 miles.

Specified purposes for use of taxing district funds are:

1. Maintenance dredging in the canals and waterways including Doctor's Pass and its approaches.
(Dredging of Doctor's Pass and approaches is now reimbursed by tourist development tax funds
as the removed sand is used for beach maintenance. However, the remainder of the bay system
maintenance, including dredging, is still funded soley by the taxing district.)
2. Maintenance of necessary aids to navigation.
3. Inspection of seawalls.
4. Surveillance of surface water pollution.

In 1988, Naples City Council established the Moorings Bay System Special Taxing District Advisory Committee, now called the Moorings Bay Advisory Committee. , whose duties and responsibilities are: to review the development of budgets for the work and the scope of work in any contracts for professional or construction related services and to make recommendations to the City Council, and other duties as may be assigned. The committee consists of five volunteer members of the taxing district, serving without compensation, appointed by City Council to terms of 3 years. The current members are: Bill Kroeschell (Vice-Chairman), Mike Bozzo, Al Katz, Merrill Kuller and Skip Zinc.

The maximum allowed millage rate for the district was established at 0.5 mills. The actual amount assessed each year is based on projected expenses and has been reduced to the current 0.025 mills, which equates to $2.50 per $100,000 taxable property valuation and yields approximately $25,000 to the district. This meets normal operations and maintenance needs, with interest income adding to the reserves. The reserve fund is approximately $800,000 which the advisory committee considers adequate to respond to emergency needs such as major storm damage. The amount assessed is not shown separately on your tax bill but is combined with the other city ad valorem tax.
